Title IV-E Curriculum Statistic Evaluation

The Safe & Together Institute’s training curriculum was independently validated for Title IV-E federal funding eligibility in the United States. In an April 2024 evaluation, independent reviewer Scott Willsey—a 30-year child welfare compliance specialist—confirmed that our Core Training, foundational courses (including Multiple Pathways to Harm, Working with Men as Parents, Intersections, and Partnering with Survivors), and Supervisor Training all meet the federal Administrative Function criteria that qualify agencies for the 75% Federal Financial Participation (FFP) match rate under Title IV-E.

For state child welfare agencies, that means training dollars spent on the Safe & Together™ Model can be reimbursed at the highest federal match rate available for administrative training costs—a meaningful cost-efficiency point when agencies are evaluating training investments.
